Attorney graduated from Universidad Católica Andrés Bello, Caracas, 1994. Specialization in Administrative Law at Universidad Central de Venezuela, Caracas, 1997. Master's Degree in Law (LLM) from Duke University, N.C., 1998 and a Doctorate in Law from Universidad Central de Venezuela (currently preparing doctoral dissertation). He was associated with the law firms Travieso Evans Arria Rengel & Paz and Baumeister & Brewer, Abogados Consultores. He was a scholarship recipient from the "Romulo Gallegos" Program of the Inter-American Human Rights Commission, Organization of American States (OAS) and was the Rapporteur of the Political-Administrative Division of the Supreme Court of Justice. He has extensive experience in constitutional and administrative law, particularly in judicial protection under the Constitution, public sector regulatory issues, city planning, environmental issues, administrative contracts, concessions, public bids and constitutional and administrative litigation in general. Likewise, he has been a corporate attorney and consultant to diverse national and international companies, both public and private. He is a professor of Administrative Law at the Universidad Central de Venezuela and of Constitutional Law (postgraduate) at the Universidad Metropolitana and UCAB. Has completed several courses on negotiation and mediation at Harvard Law School. Vice-president of the Venezuelan League of Professional Baseball. Author of numerous specialized publications. He is fluent in English.
