Attorney graduated from Universidad Católica Andrés Bello (UCAB), Caracas, 1983, Post-graduate studies at the University of Paris, Panthéon-Sorbonne (Paris II), Paris: DSU in Constitutional Law and DEA in Public Law. Permanent Member of the Venezuelan Academy of Social and Political Sciences, sitting in chair number XXI since 2019, and board member of that institution. Has extensive experience in constitutional, administrative and corporate law. Sits in numerous boards of directors of national and foreign corporations. He has contributed to the drafting of a number of national, state and municipal legislative and regulatory texts. In the corporate area, he has given advise in processes of business restructuration and in situations of corporate crisis as a result of nationalizations and forced transference of property. He was counsel to the Attorney General's Office of the Republic and consultant for the Presidential Commission for Government Reform (COPRE). He was assistant attorney of the Justices of the Political Administrative Chamber of the Venezuelan Supreme Court of Justice. He teaches undergraduate and postgraduate courses in constitutional and administrative law at Universidad Central de Venezuela (UCV), Universidad Monteávila (UMA) and Universidad Católica Andrés Bello (UCAB), where he was Head of the Department of Public Law. Is head of the lectureship of Constitutional Law and Counselor at the Faculty Council of Universidad Católica Andrés Bello (UCAB). He is a member of the Asociación Venezolana de Derecho Administrativo (AVEDA), and of the Consejo Técnico del Centro de Estudios Políticos y de Gobierno, Universidad Católica Andrés Bello (UCAB). Has been a member of the Academic Council of the Judiciary School and member of the Disciplinary Tribunal of the Federal District Bar Association. Has authored many publications and is a lecturer in constitutional and administrative law; and, for ten years, was a recurrent published columnist in diario El Universal. He is fluent in French and English.
