Carlos Ayala Corao

Attorney graduated Cum Laude from Universidad Católica Andrés Bello (UCAB), Caracas, 1979. Masters Degree in Constitutional Law (Government) from Georgetown University, Washington, D.C., 1981 and Doctorate in Law from Universidad Católica Andrés Bello (UCAB), Caracas, 2022. Permanent Member of the Venezuelan Academy of Social and Political Sciences, sitting in chair number XXVIII since 2012. He has extensive experience in constitutional, administrative and banking law, international law and human rights. Litigant of cases (in favor of the victims) in the Inter-American System of human rights protection. Member and President of the Inter-American Human Rights Commission (1996-99). Member and President of the Andean Commission of Jurists (1993-2009). He is a university professor teaching undergraduate and graduate courses in Constitutional, Administrative and Human Rights Law at UCAB; having taught courses as an associate professor at Georgetown University and American University in the United States and Oxford University in the United Kingdom; as well as in other universities abroad. Advisor and consultant of the United Nations in the processes of appointment of the supreme court of justices in Ecuador (2004) and Guatemala (2009). Honorary President of the Venezuelan Association of Constitutional Law and President of the Venezuelan Chapter of the Ibero-American Institute of Constitutional Law and board member of the Ibero-American Institute of Constitutional Procedural Law. Member of the Pro Bono Declaration for the Americas. Member and advisor of several human rights NGOs. He is the author of different publications and gives conferences both locally and internationally in his areas of expertise. He is fluent in English.
